Pluck and draw

What is the deal with women that pluck all their eyebrow hairs out (I assume that is how they get rid of them) and then redraw their brows? Is it somehow supposed to make me think they are shapped different? I can see plucking the overly bushy, or even the "mono" brows as sort of a control measure, but to completely remove and start over is a little silly.
